Your article indicates the deal is done between the City of Phoenix and the Arizona Golf Accociation (who bungled a simalar deal with the City of Scottsdale, concerning Villa Montery GC. A 9 hole course, the AGA was given by the owner. It is now literally a pile of dirt.) Papago is one of the last bastions of affordable-challaging golf is the Phx-Scottsdale area. At this point I haven't heard affordable as being part of the eqaution.
