You've overlooked one of the New Orleans area's most rewarding layouts, Oak Harbor, which is only a 30-minute drive east of the city (about the same distance as Belle Terre and only half as long as the drive to Money Hill). It's a challenging combination of sand, water, and wind (which often blows in vigorously off of Lake Ponchartrain). Their greens are in good shape, and the green fees are very reasonable.
