I'm not sure if Costner was ever a legit 2, but that would have come considerably after Tin Cup. I was there for the filming of that movie. He was a beginner at best, albeit a good athlete. He had just taken up the game when that movie was made (much of it was filmed at the Deerwood Club and Kingwood CC in my hometown), and he had plenty of help from PGA pros when it came to making swings look legit.

kevin costner played to a 2 handicap for years he is a good golfer. and he actually hit a lot of the shots in tin cup. shia's swing to me looked perfect for a person of the time the movie was based

Looking forward to the movie as well. Hopefully Hollywood hasn't gone and messed it up. Only time will tell.
