Course management does not want to alienate paying customers. Period.

By not advancing 4 slow players, 32 players behind them may be left with the decision to return to this 5 hour course or try somewhere else.

I like some of what you're smoking...but I would say forget Mon and Wed. and make it Fri-Sun. That's when most of your weekend golfers (i.e. rarely play, pack the cooler with beers and proceed to hold up the whole course) play and ruin the experience for everyone else.

This is certainly less crazy than some of your other ideas ;).
